Request For Proposals For Saint Paul Island Infrastructure Improvements To Enhance Drinking Water System Resilience For The U.S. Environmental Protection Agency, Grant M3-02j93601-0 — RFP No. 25-02

This project is for the planning, design, procurement and installation of equipment and systems, and construction of three components which will improve the capabilities and capacity of the City of Saint Paul’s Water Utility.

The City received 2 proposals in response to RFP 25-02. One from Kuna Engineering and the other from Bristol Prime Contractors. Both were received via email prior to the deadline of 5:00 pm December 10, 2025.

A: No. However, it will be required to comply with Build America, Buy America Act (BABAA).

A:  This will depend upon manufacturer selected, and we don’t know what kind of generator needed until the design is completed. We expect this to be discussed as part of the design and work.

A:  We expect that the chlorination injection system in the treatment plant to be designed to be moved/separated for the water main to prevent corrosion. We expect proposing firms to include designing a separate room along with design of replacement of the building.  The City anticipates that proposing firms will assess these elements during the site visit and incorporate their professional judgment into the proposed design. A:  We have an Ubqiuiti dish between Public Works and City Hall. We do not have SCADA at Power Plant. The Power Plant receives internet from the Public Works via a T1 telephone line. We do not use that Ubiquiti dish now, we use a Starlink dish on Public Works that goes to a firewall then the same telephone line to the Power Plant.

A:  The well pumps pump water all the way to the holding tanks.  There are no booster pumps in the system.

A:  The electric utility is provided by the utility and the meter base by the customer. Since the City is both in this case it should be included in the project.

A:  The electric utility owns the wires up into the meter base and the meter and CT if those are part of the system.
